Mississippi Senator Bradford Blackmon has filed a bill called the “Contraception Begins at Erection Act.” If passed, the bill would make it illegal “for a person to discharge genetic material without the intent to fertilize an embryo.” A third strike would result in a fine of $10,000. “The vast majority of bills relating to contraception and/or abortion focus on the woman’s role when men are fifty percent of the equation,” Blackmon wrote in a statement.
